Als een bestand buiten de VS is gemaakt of voor het eerst gepubliceerd, dan moet een andere tag aangeven waarom het in de VS in het publieke domein zit. Een bestand kan in het publieke domein van het land van afkomst / oorsprong zitten gebaseerd op datum overlijden van de maker, datum van publicatie, type werk, organisatie die het werk als opdracht heeft laten maken, ...
